The purpose of the job is to carry end-to-end responsibility to ensure adequate compliance with all the applicable laws, regulations, standards, and rules issued by the competent financial regulatory authorities (CBUAE and SCA). The job holder is responsible for handling and addressing the regulatory communications and inquiries within the stipulated timelines.
- Manage end to end regulatory change process that includes recording and dissemination of new or amended regulations issued by CBUAE and SCA and tracking of implementation until closure to ensure compliance with regulatory requirements.
- Ensure gap assessment is performed by relevant owners via an approved template.
- Identify regulatory developments, requirements, and industry trends. Maintain regulatory intelligence through continuous monitoring of regulatory landscape; identify risks, mitigation, and resolution strategies.
- Ensure that all regulatory submissions are accurate, submitted within the required timelines and in conformance with appropriate regulations and guidelines.
- Produce Management Information (MI) reports and metrics on regulatory notices and inquiries received from competent authorities and summary reports on new regulations and impact analysis.
- Assist with the review of Regulatory Compliance policies and procedures as and when required.
- Maintain up-to-date knowledge on domestic and international regulatory requirements. Remain current on regulatory developments, requirements, and industry trends to ensure that the Bank complies with regulations in the UAE and markets in which it has exposures.
- Develop and maintain compelling relationship with relevant regulatory authorities to ensure CBD’s reputation and credibility.
- Develop and strengthen relationships to promote best practices and ensure a good understanding of compliance requirements for relevant units across CBD.
- Ensure timely remediation of compliance-related gaps identified in RCSA, internal/external audits, regulator’s supervisory audits related to relevant units.
- Support Head, Regulatory Compliance, Conduct and Consumer Protection with the implementation of Regulatory Compliance controls, ensuring consistency and integration with the Operational Risk framework.
- Facilitate internal communication of key regulatory developments to ensure all relevant parties are informed and can act accordingly.
- Manage regulatory change process for communications received from financial regulatory authority (CBUAE and SCA)
- Maintain strict governance & oversight on an ongoing basis to ensure adherence with regulatory requirements
- Build cross functional relationships and communicate closely with other associated units such as distribution/branches, IT, Operations, Compliance, ORM, HR, Finance, Fraud, Customer Engagement, etc. to ensure timely implementation of regulatory requirements and provide any advice they may require.
- Carry excellent verbal and written communication skills and the ability to interact professionally with a diverse group, executives, managers, and subject matter experts. In addition, the job holder must have the ability to work with teams to resolve issues and arrive at appropriate solutions. This will encompass managing users/ management’s expectations effectively and recognize issues/events which may affect delivery.
Requirements
- Bachelor’s degree in business, or a related subject.
- At least 5 years of experience in the banking/financial services sector out of which at least 3 years in a Regulatory Compliance role.
- Well versed with local regulations issued by CBUAE and SCA, banking systems, concepts, and banking best practices.
- Exemplary knowledge of the regulatory environment, regulatory structures, market contacts, market practice, and industry groups.
- Ability to quickly acquire knowledge of regulations and rules that apply to the bank.
- Strong interpersonal skills with the ability to communicate with impact, build healthy professional connections, influence outcomes, simplify complex topics into actionable recommendations for decision-making.
- Ability to perform innovative thinking to solve complex problems with no established precedence while balancing risk, speed, and accuracy.
