Our service and solution delivery starts with understanding each client's end-state, and then seamlessly integrating within each Agency's organization to improve and enhance business and technical operations and deployments. BDR is seeking a Cybersecurity Engineer to join our growing team! This position will be performed virtually from the individual's home office working on EST time schedule. This position requires US Citizenship with a Public Trust or the ability to obtain one.

Role Overview

The Sr. Cybersecurity Engineer has vast experience in coordinating with program and project leaders to analyze system architecture. Responsible for thoroughly identify strategies for addressing requirements, risks, and issues. Must be able to conduct detailed trade-off analysis of requirements against fiscal, schedule, and performance issues and quickly resolve issues and create architectural vision.

Lead the analysis, design, implementation, and support of cyber security policy by collaborating with business customers, end-users, and project managers to capture and document business and technical requirements. Support the full lifecycle of requirements management and implementation by participating in requirements elaboration and design, and then ensuring developed policies match requirements.

Responsibilities

  • Capture business rules and business requirements in a well-documented and repeatable manner, vetting business initiatives and epics to completion.
  • Collaborate with stakeholders to elicit, gather, analyze, and implement business requirements for cyber security policies. Participate in requirements gathering, elaboration, and refinement sessions with VA stakeholders.
  • Propose and/or coordinate reviews, development, and/or updates of system architecture, security policies, processes, workflows, controls, metrics and procedures.
  • Design and support the development and implementation of security policies aligned with FISMA and applicable VA documents.
  • Intake, upload, track, and manage business requirements and user stories in requirements management and configuration management tools – Jira/Confluence and GitHub.
  • Perform problem analysis and analyze, validate, specify, and verify requirements defined by project leads, customers, and end users.
  • Analyze existing business processes, business requirements, and workflows to document "as is” processes and proposed "to be” solutions to guide requirements development efforts.
  • Conduct thorough research to ensure that requirements are met and that the developed application is per the requirements.
  • Facilitate executive-level virtual meetings; prepare meeting agenda, capture meeting minutes, and track outcomes and action items.
  • Work proactively and independently to carry out assignments to completion within parameters of instructions given, prescribed routines, and standard accepted practices.
  • Plan, monitor, and control relevant tasks outlined in the contract and statement of work.
  • Function as part of an integrated team sharing products, best practices, and information across the portfolio.


Required Minimum Qualifications

  • Bachelor's Degree in a Business discipline, computer science, electronics engineering, other engineering or technical discipline
  • Master's Degree preferred.
  • 5+ years with the master's degree
  • 10+ years without the master's degree
  • Experience in requirements planning, analysis, refinement, and documentation.
  • Direct experience work with a requirements management tool (e.g. Jira, GitHub, etc.)
  • Experience in diagnosing and identifying system-related problems with proven excellent analytical and troubleshooting skills.
  • Technically proficient with analyzing system architecture and functional specifications and documentation.
  • Working knowledge of data and process modeling.
  • Experience in identifying solutions to business issues or problems.
  • Experience working as a Federal employee or contractor.
  • Excellent verbal and written communication skills, including ability to effectively communicate with internal and external customers.
  • High attention to detail.
  • Strong problem-solving and analytical skills

Desired Skills and Qualifications

  • Experience in PMO and policy development.
  • Experience working in a consulting environment and understanding of client/customer relations.
  • Understanding of NIST Cybersecurity Framework to include Risk Management Framework, FIPS Categorization and Compliance.
  • Strong understanding of Federal Information Security Management Act (FISMA) of 2002 and Federal Information Security Modernization Act of 2014
  • Familiarity with cyber risk, threat and response frameworks, processes, and procedures

Physical Requirements

  • Ability to perform the essential job functions consistent safely and successfully with the ADA, FMLA and other federal, state, and local standards, including meeting qualitative and/or quantitative productivity standards.
  • Ability to maintain regular, punctual attendance consistent with the ADA, FMLA and other federal, state, and local standards.
  • Must be able to talk, listen and speak clearly on telephone.
  • Ability to work productively, conduct professional business, and be available during normal business hours in a fully remote work environment.


In addition, U.S Citizenship is required.
